New granny flat law causing confusion among local agencies

Ojai Valley Sanitary District’s (OVSD) Ordinance Committee met Oct. 30 to discuss a new housing law and its implications for the District and its customers.
SB 229 was signed into law by Gov. Jerry Brown Oct. 8 and prohibits special districts such as OVSD from charging a new residential sewer hookup fee to property owners adding an accessory dwelling unit (ADU), also known as a “granny flat.”
The law’s aim is to provide an additional stream of affordable housing in the state by removing some of the barriers property owners face when trying to build an ADU.
SB 229 is due to go into affect Jan. 1.
“Every special district in the state is going through this discussion,” said OVSD General Manager Jeff Palmer, “we’re caught up in a process.”
That process requires updating OVSD’s current ordinance by integrating city and county ADU classifications into the District’s code and tying them to dwelling unit descriptions.
The city of Ojai has six ADU classifications, while the county is considering only two.
