Santa Clara Waste Water exploded along Highway 126,  just west of Santa Paula, creating a 3-mile-long toxic cloud on Nov. 18, 2014.

The Ventura County Planning Division is processing an application to reopen the Santa Clara Waste Water facility that exploded in 2014, injuring scores of people, disabling some permanently, leading to a state of emergency being declared in Ventura County, and resulting in the yearslong criminal prosecution of nine company employees.

The proposed project includes up to 500 trucks a week — 1,000 truck trips a week — hauling waste. The proposal does not include the shuttered facility's previous use of a 12.7-mile pipeline, since the city of Oxnard refused to accept the waste shortly before the explosion due to concerns about radiation.

Public comments on the controversial plan are due by Tuesday, Nov. 30, at 5 p.m. They can be emailed to Case Planner Franca Rosengren at This email address is being protected from spambots. You need JavaScript enabled to view it.
