On April 27 the public is invited to a site visit with the members of the California State Lands Commission to tour Rincon Island, at Mussel Shoals, where 27 onshore and 50 offshore oil and gas wells are being decommissioned.

The state was left with the responsibility of capping and decommissioning the oil wells when the former operator of the manmade island, Greka Oil and Gas, declared bankruptcy in 2016. The bill to tax payers was estimated at $60 million.

The full decommissioning of the wells that includes plugging is the first phase of the project. The state will then manage the process of determining the future of the 2.3 acre site with public meetings planned to receive input on options that could include dismantling the island, or converting it into a public park.

The field trip will begin at 11 a.m. and include walking across the wooden causeway and touring the island. The public is invited to attend in their own private vehicles. The site visit will begin at the entrance to the Rincon Island causeway, located just south of the intersection of Ocean Avenue and Breakers Way, Mussel Shoals.

Please note that carpooling and ride sharing is strongly encouraged as parking is very limited. Additionally, the terrain is uneven and proper attire, including sturdy, closed-toe footwear, should be worn.

Because Rincon Island and its causeway is an active work site, all members of the public who wish to attend will need to sign a liability waiver. If you wish to attend, please contact the Commission’s Executive Office at This email address is being protected from spambots. You need JavaScript enabled to view it. or at 916.574.1900 to obtain a copy of the liability waiver.

Additional details for the field trip will be available on April 25, 2022. The site visit will conclude at approximately 12:30 p.m.
