Jeff Kroll, co-founder of the Ojai-based medical marijuana collective, Shangri La Care Cooperative (SLCC), received a letter from Ojai City Manager Steve McClary April 25 rejecting SLCC's applications to become a licensed medical cannabis dispensary and delivery service in the city of Ojai.
