Vista will change because of fire: Barriers placed on Highway 33 along scorched hillsides

Caltrans began placing barriers along Highway 33 near Casitas Springs Nov. 1, adjacent to hillsides scorched by the Vista Fire.
The temporary concrete barriers, or “K-rails,” were being set along the shoulder of the northbound lane to control potential debris in stormwater from the burn area.
Labeled an “emergency operation” by Caltrans, the barriers were being installed just ahead of a series of weak weather systems expected to bring a chance of light-to-moderate rainfall from Nov. 3 through Nov. 6.
The barriers are part of a multi-agency, multi-stage effort to mitigate possible hazards as a result of the 87-acre blaze that broke out Oct. 24.
