Directors of the Ventura River Water District (VRWD) have declared a local drought emergency, the first Ventura County water agency to do so.
The vote, during VRWD's regular Board of Directors meeting Aug. 15, was 5-0 in favor of passing a resolution proclaiming the emergency.
