State's IOU Program Impacts Vary

State officials were set to begin issuing IOUs on Thursday instead of regular cash-backed checks, a desperate move amid a financial crisis, but one that would have little immediate effect on the city of Ojai or public school districts or special districts in the Ojai Valley.“It will have virtually no effect on the city of Ojai or on special districts,” city manager Jere Kersnar said. “The effect is going to be on county social services, mental health and the courts.”And, according to county officials, at least some recipients of affected services
