Appel Arrested Again, Claims Innocence

Federal agents arrested local property owner John Appel last week on charges of illegally dumping debris on his 30-acre property near the Arnaz Grade. Agents from the Environmental Protection Agency took Appel into custody on Thursday, after which he was arraigned in the U.S. District Court in Los Angeles and released after posting a $15,000 bond, said Thom Mrozek, spokesman for the court, in an E-mail.
